Why does my protein mix clump at the surface?

Just keep mixing. The powder clumps and stays dry on the inside while the outside is a wet coating and then floats to the top because it's mostly dry mix. Try whisking it with a fork to break the clumpies---the same thing happens with my hot chocolate powders etc.
